Thomas Jefferson wanted control of New Orleans due to Thomas Jefferson authoring Livingston just to purchase New Orleans.But, then when it was thought by the Americans that Napoleon would possibly extract or pull out of the offer at any given time which would compel and restrict the United States from obtaining New Orleans so both parties agreed and signed the Louisiana Purchase Treaty on April 30, 1803.
