The answer is x^13/y^3. You subtract the exponents when you divide, so:

x^10- x^-3 and y^4-y^7. Since, with the x's, you are subtracting a negative, they cancel out, and it's the same as adding a positive: giving you x^13 in the numerator. Subtracting the y's exponents gives you y^-3. Since this is a negative exponent, you put it into the denominator to make it positive. In the end, you get:
