What was the goal behind many of the great roman engineering and artistic achievements?

The goal was to increase wealth and standard of life in the Roman empire. The achievements were mostly in the field of communication (roads) which was important for the economy and in health and sanitation (aqueducts, toilets, etc) - providing water for the citizens and keeping the cities clean and healthy.
