Domestic Tranquility means peace at home. But for the constitution, it is referring to the peace among the states. Ensuring domestic tranquility is included in the congressional powers of the congress which is stated in Article 1, Section 8 of the constitution. This section talks about the common defense and the general welfare of the citizens of United States.
